Hi Claire, The sort answer is 'yes' it probably does need a liner. I don't know what your wood has been coated with, but repeated spilling of water from the bowl and wee could soak into the wood and make it harder to clean. Well that would fit in, because although Hermann's have to have an Article 10 certificate, because they are listed in Annex A on CITES, Horsfields are listed in Annex B and don't need a certificate.
