Hiya.
From what I have been researching it appears that Tithonia Diversifolia is used as a 'fixer' for things like nitrogen and phospherous to be used as a green manure for planting and raising levels of such things in soils.
This indicates that it would not be a plant to give to tortoises so I am afraid I would suggest to err on the side of caution and avoid this one.
Hopefully when someone gets time they will add to what I have said.
