Hi Elizabeth. Both the grasses you mention are grasses from the poaceae family and they will be fine in the tortoise enclosure but it depends on what species of tortoise you have. I have just relooked at the other plant in the square pot, the green one with the strappy leaves and now realise it is Salsify and fine for the tortoise diet.

Oh, and did you manage to get a pic or two of the setup so we can look to see if we can spot a few simple tweaks that can be made.
Did the vet tell you if a tortoise is on medication then the temps should be kept stable to endure they will work.

Hi Nash. I was just going to suggest the same as your mum has about bullying. Leopards are a lot more gentle than most tortoises and even their bullying isnt as hars but smaller tortoises can be intimidated even by body language. Have you tried seperating them while feeding and seeing how that goes....

I can find no evidence of toxicity of the R. tuberosa so providing your plants havnt been treated with anything I would say both the flowers and leaves are fine.
