It is fine to grow this grass in the tortoise enclosure, although it is known for being invasive and inhibiting the growth of nearby plants, so exercise caution if you do use it.  Although we can find no specific toxicity for tortoises, it has been observed in the wild that Gopher tortoises do not eat it, so it might well not be palatable.
