The bark and leaves of this native tree contain significant amounts of salicin, a bitter glycoside that acts as an anti-inflammatory agent and is similar in chemical make-up to aspirin.  While nibbling a few leaves will probably do your tortoise no harm, it is best to avoid feeding all parts of the Poplar tree.
