Hi, and thanks for the good photos. This looks like one of the Ragworts to me -- probably Senecio jacobaea (Common Ragwort) -- and it is highly toxic, so I would remove it. There are a few other plants that look similar, but I wouldn't risk it. Do you know if it has had flowers yet (that would clinch the ID)?
