We can find no research on the suitability of False Solomon's Seal in the tortoise diet, but the plant grows from a rhizome, and in general we advise avoiding plants that grow from bulbs or rhizomes. 

If your tortoise happens to nibble a leaf or two, it will probably do no harm, but our general advice is not to feed this plant.

However, do ensure that you have identified the plant correctly as when young, False Solomon's Seal can be confused with its distant relative, the False Hellebore (Veratrum), which is highly toxic.
