There are quite a few plants sold as Cat Grass that you can grow indoors for your cat.  These consist of various cereal grains, some of which are listed below, and the young grasses can be fed to your tortoise.  If the cat grass matures do not allow the tortoise to eat the seeds produced as they are too high in protein.
