Some sources say that the leaves and fruit of the Ash are toxic to cattle and other ruminants, and others deem it safe.  In the absence of hard evidence we would advise you to err on the side of caution and not include the leaves, flowers or fruit of this tree in the tortoise's diet. 

Some of the species in the Fraxinus genus are called Mountain Ash, but do not confuse these with the more commonly called Mountain Ash (Sorbus aucuparia), which is a different tree in the Sorbus genus, or the Australian Mountain Ash (Eucalyptus regnans); so do be sure you have identified your tree correctly.
