The leaves and bark of the Birch tree contain low levels of salicylates and betulinic acid, which should do no great harm.  In the absence of more evidence we would not recommend feeding the leaves (or any bark that might peel off) in large quantities, but if your tortoise eats some leaves that happen to fall into its enclosure there should be no cause for worry.
