As a member of the mint family, Sage is usually strongly scented and therefore not often attractive to tortoises. 

There are no known hazards to the culinary sage, Salvia officinalis (Common Sage, Garden Sage, Purple Sage), so the occasional nibble will do no harm if planted in the enclosure for shade.
